[January 25, 2000] 6 AGREED RESOLUTION The following resolutions were offered and placed on the Calendar on the order of Agreed Resolutions: HOUSE RESOLUTION 543 Offered by Representative Joseph Lyons: WHEREAS, The members of the House were saddened to learn of the death of Edward T. Hanley of Wadsworth, one of the country's most influential labor leaders, on January 7, 2000 in a car accident; and WHEREAS, Mr. Hanley, the son of a tavern owner, was born on Chicago's West Side; he rose quickly from bartender to young union leader, playing a key role in national politics and the labor movement; he was one of the few to remain at the helm through labor's struggles in the 1980s and 1990s; and WHEREAS, Mr. Hanley served as president of the 250,000 member Hotel Employees and Restaurant Employees International Union for more than twenty-five years; and WHEREAS, Mr. Hanley is credited as one of the first union leaders with the foresight to establish an organizing program that helped win battles for workers and kept the union afloat during difficult times; and WHEREAS, His passing will be deeply felt by his family and friends, especially his wife, Kathryn; his sons, Edward T., Jr. and Thomas W.; his sisters, Delores Calabrese and June Hansen; and his four grandchildren; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we note with sorrow and regret the death of Edward T. Hanley, Sr. and extend our sincere condolences to his family and friends; and be it further RESOLVED, That a suitable copy of this resolution be presented to his widow, Kathryn Hanley. HOUSE RESOLUTION 545 Offered by Representative Delgado: WHEREAS, The members of the Illinois House of Representatives wish to extend their sincere condolences and sympathies to the family, friends, and co-workers of Jose Jaime Esparza, General Manager of Community Services for the American Red Cross of Greater Chicago, who died tragically while trying to save his father Raul's life; and WHEREAS, Jose Jaime Esparza was born on September 23, 1967; Mr. Esparza died on January 17, 2000; and WHEREAS, Jaime's career with the American Red Cross will be remembered for his commitment to strengthening community programs that save lives; through Jaime's leadership as General Manager of Community Services, thousands of Chicago area youth learned about saving lives through First Aid, CPR, HIV/AIDS education, and other programs; and WHEREAS, One of the Red Cross programs closest to Jaime's heart was Youth Leadership Training, which offers learning opportunities to at-risk adolescents to help them develop important and valuable life and job skills; to honor his memory and passion for getting youth involved in community service, the American Red Cross of Greater Chicago has chosen to name this program the Jaime Esparza Youth Leadership Program; and WHEREAS, Jaime was instrumental in developing effective methods to provide American Red Cross programs and services to the Spanish-speaking community; his focus on serving the unmet needs of the community and his ability to work together with community, religious, and government leaders to achieve those goals will never be forgotten; and WHEREAS, In addition to his commitment to the American Red Cross, Jaime was equally devoted to his family, the beloved son of Maria and the late Raul Sr.; loving brother to nine siblings; uncle of twenty-three children; and great-uncle of nine children; and
7 [January 25, 2000] WHEREAS, Jaime's passing will be deeply felt by his family, his co-workers, his friends, and the Chicago community where he lived; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with all that knew him, the death of Jose Jaime Esparza; may his family and friends find comfort in this time of loss; and be it further RESOLVED, That suitable copies of this resolution be presented to the family of Jose Jaime Esparza. HOUSE RESOLUTION 547 Offered by Representative Tenhouse: WHEREAS, The members of this House are pleased and honored to recognize individuals who have given of themselves to the citizens of this great State; and WHEREAS, Reverend Vernon Lee Amsler has been the Pastor of the Faith Assembly of God Church in Quincy, Illinois, for the past thirty years; and WHEREAS, During this time, he formed an organization composed of the people of his church called "Kids Power, Praise Hour", putting the gospel in the form of drama, games, puppets, and music and going into different neighborhoods in the Adams County community; under his leadership, the church puts on two dramatic productions each year; and WHEREAS, In 1998, the Faith Assembly of God Church was among the top 100 mission giving churches of the Assembly of God Churches in the United States; and WHEREAS, Reverend Amsler has given of his time, talent, and dedication to serve on many boards in the community, including the Madonna House, St. Peter's Board, the Association for Retarded Citizens, and the Adams County Domestic Violence Board; he is a member of the Illinois Assembly of God Board for Christian Radio and on the Assembly of God Camp Development Board; he is the Presbyter for the Capitol Section of the Illinois Assembly of God, and he served as Chaplain at Blessing Hospital for nine years; and WHEREAS, Reverend Amsler is the person who had the vision to apply for a grant with HUD to get a retirement center in Quincy; and WHEREAS, Pastor Amsler has earned the love and respect of all who have come to know him; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Reverend Vernon Lee Amsler as he celebrates thirty years of ministry at Faith Assembly of God Church and wish to extend our wish for health and happiness in the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to him as an expression of our respect and esteem. HOUSE RESOLUTION 548 Offered by Representative Stephens: WHEREAS, The highest award the National Council of the Boy Scouts of America can bestow upon a Scout is that of Eagle Scout; and WHEREAS, Timothy Daniel Moore of Boy Scout Troop 38, in Troy, will receive the Eagle Scout Award at a Court of Honor to be held on March 12, 2000, at the Senior Citizen Center in Troy; and WHEREAS, In order to qualify as an Eagle Scout, a young man must demonstrate outstanding qualities of leadership, a willingness to be of help to others, and superior skills in camping, lifesaving, and first aid; and WHEREAS, In earning this high rank, Timothy Daniel Moore joins an elite and honorable fraternity of achievers that counts among its members an extraordinary number of this nation's great leaders in business, government, education, and other sectors of society; and WHEREAS, The achievement of the rank of Eagle Scout reflects favorably upon the recipient, his justly proud family, his Scoutmaster, and his fellow scouts; therefore, be it
[January 25, 2000] 8 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we join his family and friends in congratulating Timothy Daniel Moore upon attaining the coveted rank of Eagle Scout and commend him upon the unswerving dedication to excellence that is the hallmark of the Eagle Scout; and be it further RESOLVED, That a suitable copy of this resolution be presented to Eagle Scout Timothy Daniel Moore as an expression of our respect and esteem. HOUSE RESOLUTION 549 Offered by Representative Stephens: WHEREAS, The members of this House are pleased and honored to recognize significant achievements in the lives of individuals of this great State; and WHEREAS, Sam Jenny was inducted posthumously into the Trapshooting Hall of Fame in Dayton, Ohio, on August 17, 1999; and WHEREAS, For 20 years Sam Jenny was rated as one of the world's best shooters, both at clay targets and flyers; he earned his first major awards at the 1922 Great Lakes Zone tournament where he won the all-around title with 556x600 and the Preliminary Handicap with 94 out of 100 from 23 yards; and WHEREAS, Mr. Jenny collected five Grand American Trophies during his career; he captured the 1926 Clay Target title, in 1929 he won the Doubles Championship and finished second in Governor's Cup HOA, and in 1932 he earned high-gun honors in the Vandalia Handicap; and WHEREAS, At Illinois state tournaments, Mr. Jenny claimed the 1930 handicap crown and two years later he was the State doubles champ; he won the 1929 Grand International Handicap in Tecumseh, Ontario; and WHEREAS, Through his twenty years of competitive shooting, Sam Jenny won many awards, including being named to the 1929 All-American team; and WHEREAS, An ATA life member since 1924, Sam Jenny passed away on June 19, 1964 at the age of 75; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we join in honoring the memory of Sam Jenny and his remarkable marksmanship; and be it further RESOLVED, That suitable copies of this resolution be presented to his children, Evelyn J. Goodin and Sam Jenny. HOUSE RESOLUTION 550 Offered by Representative Bill Mitchell: WHEREAS, The institution of marriage is one of the cornerstones upon which our society is built, and a marriage that has achieved a notable longevity is truly a model for the people of the State of Illinois; and WHEREAS, It has come to our attention that Mr. and Mrs. Alfred Mayer of Windsor, Illinois, will celebrate the fiftieth anniversary of their marriage; and WHEREAS, Alfred and Rose Mayer were united in holy matrimony on December 14, 1949 at the Old State Capitol Building in Springfield by Judge Benjamin J. DeBoice; and WHEREAS, They are the loving parents of Susan and Scott and the proud grandparents of five grandchildren; and WHEREAS, Rose Mayer is a homemaker; Alfred Mayer is a farmer; he is a veteran of the United States Navy and a survivor of the Normandy Invasion; he serves on the Windsor City Council and is a member of the American Legion; and WHEREAS, The respect for marriage reaches one of its highest plateaus when a couple such as Alfred and Rose Mayer celebrate their golden wedding anniversary; and WHEREAS, They stand as examples of the best of our society, and their love and devotion to each other and to their family and friends serve as a reminder to all that hard work, dedication, and love can make a difference in today's world; therefore, be it
9 [January 25, 2000] RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Mr. and Mrs. Alfred Mayer on the occasion of their fiftieth wedding anniversary; that we commend them for achieving a long and happy marriage, blessed with children and grandchildren and rich in friendships; and that we wish them happiness and good health in the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to them as an expression of our respect and esteem. HOUSE RESOLUTION 551 Offered by Representative Howard: WHEREAS, The members of the House were saddened to learn of the recent death of Vernon Morel Rhinehart of Chicago; and WHEREAS, Vernon Rhinehart was born in Kansas City, Kansas, on September 27, 1935, the son of Anna Pearl Pennyman Rhinehart and Thomas A. Rhinehart, Sr.; he was preceded in death by his parents, a brother, Thomas A. Rhinehart, Jr., and a sister, Melrene Rhinehart Ashford; and WHEREAS, Raised in Chicago, Vernon Rhinehart attended A. O. Sexton Grammar School and Hyde Park High School; he earned his bachelor's degree from Boston University in 1958 and continued to Howard University School of Law, where he received his L.L. B/J.D. in 1966 with additional education from Chicago Teachers College and the University of Chicago; and WHEREAS, He worked in the public sector as a group worker, social worker, and educator; after law school he entered the private sector working at International Harvester (Navistar) as the first African American in Industrial Relations; he also worked for the Brunswick Corporation and the First National Bank of Chicago; he later went into the private practice of law and practiced law for twenty-six years; he also was an adjunct professor of business law at Malcolm X College; and WHEREAS, Mr. Rhinehart belonged to several organizations, including the City Club of Chicago, the American Society of Law & Medicine, the Chicago Urban League, the NAACP, the Cook County Bar Association, the Chicago Association of Black Journalists, the Boston University Alumni Club of Chicago, the Howard University Alumni, the Omicrons, and Alpha Phi Alpha Fraternity; and WHEREAS, He was recognized by the Ebony Success Library 1,000 Successful Blacks, Who's Who Among Black Americans, 1977 Honoree of the League of Black Women, Who's Who in American Law, and the International Who's Who of Contemporary Achievement; and WHEREAS, He worked on many political campaigns, including the late Harold Washington, former Attorney General Roland Burris, State Representative Constance Howard, and his own candidacy for judge of the Circuit Court of Cook County; and WHEREAS, His passing will be deeply felt by his family and friends, especially his wife, Carmen; his mother-in-law, Mae Bridgeforth Melendez Hodge; his sisters-in-law, Donna Hodge, Pamela Melendez, and Billye D. HOUSE RESOLUTION 552 Offered by Representatives Skinner, Bassi, Beaubien, Bellock, Biggins, Capparelli, Cowlishaw, Cross, Dart, Durkin, Franks, Garrett, Gash, Giglio, Hassert, Hoeft, Howard, Hultgren, Tom Johnson, Kosel, Krause, Lindner, Eileen Lyons, Mathias, Meyer, Mulligan, O'Connor, Osmond, Pankau, Persico, Schmitz, Sharp, Wojcik and Zickus: WHEREAS, The federal government plans to introduce new train whistle-blowing regulations requiring locomotives to sound warnings at all railroad crossings except where specific high-tech devices have been installed that prevent vehicles from crossing the tracks; and WHEREAS, The Federal Railroad Administration said it is proposing the regulations to reduce the number of train-vehicle accidents at a time when freight traffic is increasing; and WHEREAS, Even though local governments throughout the Chicago area have stated opposition to the federal policy, the Federal Railroad Administration has ignored this opposition; and WHEREAS, Even residents of Fox River Grove, where the tragic accident occurred involving a school bus and train collision in 1995, oppose the policy; and WHEREAS, In some communities, whistles do not stop until about 3:00 a.m. and start again before 5:00 a.m., so there is hardly two hours when uninterrupted sleep is possible; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we hereby oppose the federal policy involving the new train whistle-blowing regulations; and be it further RESOLVED, That suitable copies of this resolution be forwarded to the Federal Railroad Administration and to each member of the Illinois congressional delegation. HOUSE RESOLUTION 556 Offered by Representatives Madigan - Daniels: WHEREAS, Universally available and widely affordable telecommunications services are essential to the health, welfare and prosperity of all Illinois citizens; and WHEREAS, Federal regulatory and judicial rulings in the 1980s caused a restructuring of the telecommunications industry and opened some aspects of the industry to competitive entry, thereby necessitating revision of State telecommunications regulatory policies and practices; and WHEREAS Revisions in telecommunications regulatory policies and
11 [January 25, 2000] practices in Illinois beginning in the mid-1980s brought the benefits of competition to consumers in many telecommunications markets, but not in local exchange telecommunications service markets; and WHEREAS, The federal Telecommunications Act of 1996 established the goal of opening all telecommunications service markets to competition and accords to the states the responsibility to establish and enforce policies necessary to attain that goal; and WHEREAS, It is in the immediate interest of the People of the State of Illinois for the State to exercise its rights within the new framework of federal telecommunications policy to ensure that the economic benefits of competition in all telecommunications service markets are realized as effectively as possible; and WHEREAS, The competitive offering of all telecommunications services will increase innovation and efficiency in the provision of telecommunications services and may lead to reduced prices for consumers, increased investment in communications infrastructure, the creation of new jobs, and the attraction of new businesses to Illinois; and WHEREAS, Protection of the public interest requires changes in the regulation of telecommunications carriers and services to ensure, to the maximum feasible extent, the reasonable and timely development of effective competition in all telecommunications service markets; and WHEREAS, The provisions of the Telecommunications Article (XIII) of the Public Utilities Act will be repealed on July 1, 2001; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that there is created the Special House Committee on Telecommunications Review, which shall consist of twelve Representatives, with six members appointed by the Speaker and six members appointed by the Minority Leader; the Speaker shall appoint a co-chairperson from the majority party, and the Minority Leader shall appoint a co-chairperson from the minority party; the Special House Committee on Telecommunication Review is empowered to conduct business when a majority of the committee members have been appointed; and be it further RESOLVED, That this committee shall have the authority granted to other special committees of the House of Representatives.
