[January 13, 2000] 8 Offered by Representative Scully: WHEREAS, The members of the Illinois House of Representatives are pleased to honor milestones in the lives of citizens of the State of Illinois; and WHEREAS, It has come to the attention of this Body that South Chicago Heights Fire Chief Angelo Petrarca will retire on January 31, 2000; and WHEREAS, Angelo Petrarca joined the South Chicago Heights Fire Department in June of 1960; he became a Lieutenant in May of 1971, was appointed the Assistant Fire Chief in May of 1973, and on May 1, 1974 became the Fire Chief of South Chicago Heights; and WHEREAS, Fire Chief Angelo Petrarca has been a member of the International Fire Chief Association since 1974, a member of the Illinois Fire Chief Association since 1984, a member of the International Association of Arson Investigators since 1992, the chairperson of the Emergency Telephone Systems Board E-9-1-1 (ETSB) since 1994, a member of NENA (National Emergency Number Association) since 1994, and the Chairperson/President of the Firemen Pension Fund since 1974; and WHEREAS, Fire Chief Angelo Petrarca is a member of the South Chicago Heights Y2K readiness committee; he also was a past President of the WILCO Fire Chiefs Association in the 4th district, comprised of 18 fire departments; while serving as President he was the chairperson and author of the MABAS (Mutual Aid Box Alarm System), which laid out guidelines for a planned response of all 18 departments during emergency disaster situations when additional resources were needed; and WHEREAS, Fire Chief Angelo Petrarca will be remembered for improving the response time of the department from an average of 6 to 7 minutes to the current 2 minutes, from the time of the call to the actual arrival of EMS personnel on site; and WHEREAS, Fire Chief Angelo Petrarca is to be commended for his many years of dedication and service to the people of South Chicago Heights; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we say thank you to Fire Chief Angelo Petrarca for a job well done; we wish him nothing but the best as he looks into the future; and be it further RESOLVED, That a suitable copy of this resolution be presented to Fire Chief Angelo Petrarca, along with our sincere regards. HOUSE RESOLUTION 528 Offered by Representative McGuire: WHEREAS, The Joliet Region Chamber of Commerce and Industry has announced that Caterpillar's Hydraulic and Fabrications Business Unit (HFBU) is the recipient of the Chamber's 2000 "Salute to Industry" award; and WHEREAS, The award will be presented at a business celebration dinner on January 18, 2000; and WHEREAS, The Chamber annually honors a local business that is a major job provider in the Joliet area; and WHEREAS, Caterpillar's Hydraulic and Fabrications Business Unit (HFBU) will be the first recipient to receive the award twice, the first time being in 1979; the plant opened in 1951 and currently employs 2,000 people; and WHEREAS, Caterpillar's Hydraulic and Fabrications Business Unit (HFBU) is a longtime part of the Joliet area, celebrating fifty years of making quality products; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Caterpillar's Hydraulic and Fabrications Business Unit (HFBU) on receiving the Salute to Industry Award from the Joliet Region Chamber of Commerce; and be it further RESOLVED, That a suitable copy of this resolution be presented to Caterpillar's Hydraulic and Fabrications Business Unit (HFBU).
9 [January 13, 2000] HOUSE RESOLUTION 529 Offered by Representative McGuire: WHEREAS, The members of the Illinois House of Representatives are pleased to honor milestones in the lives of citizens of the State of Illinois; and WHEREAS, Edmund B. Thornton will be honored by the Canal Corridor Association for his leadership, and for his hard work with the Illinois and Michigan Canal National Heritage Corridor; and WHEREAS, Edmund B. Thornton was a founding member of the Canal Corridor Association in 1982; he was the first chairman of the federally appointed Illinois and Michigan Canal Heritage Corridor Commission in 1984, and is currently serving once more as the Commission's chairman; and WHEREAS, Edmund B. Thornton chaired the Commission's Sesquicentennial Committee; the Committee brought together hundreds of partners for a year-long celebration, commemorating the 150th anniversary of the I & M Canal; and WHEREAS, Edmund B. Thornton was Chairman and CEO of Ottawa Silica Company; he chaired the national Parks Centennial Committee; he founded the Illinois Historic Sites Advisory Council; he served as Vice-Chair of the Nature of Illinois Foundation; and he was appointed to the Illinois Nature Preserves Commission and the Illinois State Museum Board; and WHEREAS, Edmund B. Thornton has been instrumental in preserving the Reddick Mansion in Ottawa and the I & M Canal Warehouse in Utica; he commissioned a unique earth sculpture in Buffalo Rock State Park, and led the preservation of the Grand Village of the Illinois; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Edmund B. HOUSE RESOLUTION 530 Offered by Representative Schmitz: WHEREAS, The members of the Illinois House of Representatives are pleased to honor milestones in the lives of citizens of the State of Illinois; and WHEREAS, It has come to the attention of this Body that Judy Williams, a teacher at Louise White Elementary School in Batavia recently received National Board Certification from the National Board for Professional Teaching Standards; and WHEREAS, The National Board for Professional Teaching Standards (NBPTS) was founded in 1987; it is an independent, nonprofit, non-partisan, and non-governmental organization; NBPTS is dedicated to raising the standards of teaching in classrooms across the United States; and WHEREAS, National Board Certification is achieved through a tough performance-based assessment; the teacher is tested on their knowledge of subject matter, their ability to teach students, and their ability to manage and measure student learning; and WHEREAS, Judy Williams has been teaching for 21 years in the Batavia Public School system; she currently teaches fifth grade at Louise White Elementary School; Judy Williams is to be honored by Governor George Ryan in February of 2000 at the Governors Mansion in Springfield; and WHEREAS, Judy Williams, and her husband, Jerry, have been residents of Batavia for many years; their daughters, Shari and Mindi, were both educated in the Batavia schools; and WHEREAS, Asked by the Illinois State Board of Education for her assistance, Judy Williams is currently mentoring Illinois candidates
[January 13, 2000] 10 for the National Board Certification process; and WHEREAS, Judy Williams has supervised student teachers, has mentored other teachers, has served on many curriculum development committees, has presented lectures on supervising student teachers, has made presentations at State organizations and associations, has been a consultant and reviewer for text book publishers, has been trained as a member of the Illinois State Board of Education visitation team, and has been a member of the Illinois State Board of Education Assessment Advisory Committee, in addition to her duties as a teacher, wife, and mother; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Judy Williams on her National Board Certification from the National Board for Professional Teaching Standards; and be it further RESOLVED, That a suitable copy of this resolution be presented to Judy Williams. HOUSE RESOLUTION 531 Offered by Representative Dart: WHEREAS, Dr. Sherry Luck served as the Medical Director for Roseland Community Hospital's HIV/AIDS Clinic in Chicago, Illinois; and WHEREAS, As a result of Dr. Luck's vision and commitment to help eradicate the deadly AIDS disease the doors opened at the Roseland Community Hospital HIV/AIDS Clinic in 1994; and WHEREAS, Dr. Luck volunteered her services and maintained the operation of the Clinic during its infancy stage; because Roseland is a small community hospital, Dr. Luck had to provide funds for the clinic to provide services to the community; and WHEREAS, Dr. Sherry Luck and her extraordinary work served as an inspiration to the administration, physicians, and staff of Roseland Community Hospital, who served in her commitment to "End the Silence"; and WHEREAS, The unexpected passing of Dr. Luck on May 30, 1999 was a tremendous loss to all of her friends, her co-workers, and especially her family and the community; she is survived by her son, Vernon Cowell Jarrett, and her daughter, Khadija Holman; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we extend our sincere condolences to everyone that knew and loved Dr. Sherry Luck; may they find comfort in this time of loss; and be it further RESOLVED, That suitable copies of this resolution be presented to the Roseland Community Hospital HIV/AIDS Clinic and to the family of Dr. Sherry Luck. HOUSE RESOLUTION 534 Offered by Representative Wojcik: WHEREAS, The members of this House are pleased and honored to recognize significant milestones in the lives of individuals of this great State; and WHEREAS, It has come to our attention that Caroline "Carrie" Volkening of Schaumburg is celebrating the 105th anniversary of her birth on December 27, 1999; and WHEREAS, She was born in Bellevue, Kansas, on December 27, 1894, the fifth oldest of seven children of German immigrants; at twelve years of age, the family moved to Schaumburg; and WHEREAS, Her family homesteaded a 160 acre farm located on Schaumburg Road; she attended an English speaking public school through the eighth grade; after that, she assisted her family in farming operations, including milking seven cows twice a day and tending to the chickens, ducks, and geese; she was known for her cooking and baking abilities; and WHEREAS, She helped her mother feed and shelter the local homeless people; her family has a long history of being active members in the Village of Schaumburg; and
11 [January 13, 2000] WHEREAS, Carrie Volkening is a member of the Emmanual United Church of Christ; she has been active in that congregation, serving in many roles, since the family moved to Schaumburg in 1906; and WHEREAS, The oldest resident of Schaumburg, Carrie Volkening currently lives at Friendship Village; and WHEREAS, Schaumburg is fortunate to have such a caring person as Carrie Volkening; therefore, be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we congratulate Carrie Volkening on the 105th anniversary of her birth and thank her for all the caring and sharing she has given to the community; and be it further RESOLVED, That a suitable copy of this resolution be presented to Carrie Volkening with our respect and admiration. The following resolution was offered and placed in the Committee on Rules: HOUSE RESOLUTION 532 Offered by Representative Gash: WHEREAS, The Governor has requested a report from the Illinois State Toll Highway Authority dealing with structural and financial issues; and WHEREAS, Implementation of the report may require legislative action; and WHEREAS, The General Assembly is interested in the substance of the report; and WHEREAS, This report is to be presented to the Governor; therefore be it RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE NINETY-FIRST GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the House shall create a Committee to review the Toll Authority's report; and be it further RESOLVED, That this Committee shall be composed of 7 members, 4 appointed by the Speaker and 3 by the Minority Leader; and be it further RESOLVED, That this Committee shall have the same powers as a regular House committee; and be it further RESOLVED, That the Illinois State Toll Highway Authority is directed to cooperate with the Committee; and be it further RESOLVED, That this Committee shall be directed to report to the General Assembly no later than April 4, 2000 regarding its findings and conclusions on implementing or modifying the Toll Authority's recommendations to the Governor.
