Section 763.420  Hearing Examiner's Proposed Decision

In a contested case, the Hearing Examiner presiding shall prepare a proposed decision, including a statement of findings and conclusions and the reasons or basis therefor, on all material issues.  Such proposed decision shall be served by the Chief Clerk of the Commission on all parties to the proceeding.
