Section 715.5  Application

a)         This Part shall apply to those telephone utilities that provide communication service by utilizing cellular radio technology and originating or terminating on the utility's cellular communications system.  This includes direct dialed mobile-to-land, land-to-mobile, and mobile-to-mobile calling.

b)         Cellular systems are composed of three system elements:  a mobile telephone switching office, cell sites (radio equipment), and landline telephone facilities.
