Section 76.10 Summary and Purpose
a) This Part is established to further the policy of the State of Illinois whereby all persons are entitled to full and complete information regarding the affairs of government and the official acts and policies of those who represent them as public officials and public employees consistent with the terms of the Freedom of Information Act (Ill. Rev. Stat. 1984 Supp., ch. 116, par. 201 et seq.). The purpose of this Part is to support the policy of providing public access to the public records in the possession of the Joint Committee on Administrative Rules ("Committee") while, at the same time, protecting legitimate privacy interests and maintaining administrative efficiency.
b) This Part creates a procedure by which the public may request and obtain public records. Therefore, it is being filed in accordance with Section 4.01 of the Illinois Administrative Procedure Act (Ill. Rev. Stat. 1983, ch. 127, par. 1004.01) and Section 3(g) of the Freedom of Information Act (Ill. Rev. Stat. 1984 Supp., ch. 116, par. 203(g)).
